There is almost nothing in Kopete 0.10.4  (only very few minor bugfixes)
The official kopete release is the one in kdenetwork
if you still want kopete separately, you still can get it from svn

we have not enough man power at the momant to release a separate tarball 
(making it, testing it with different distro, different version of kde)
(but if you want to help, you are welcome)
