You could be using Cyrillic and they could be using UTF? I just have a very strong opinion that local8bit has absolutely no realistic relationship to the sender's codec, and it shouldn't influence our guessing, especially when you consider a string could be valid in multiple encodings. I would rather display a warning message saying "we don't know the codec" than try to guess the codec and be right 90% of the time, but 10% of the time end up displaying total garbage.
