I don't think this is usefull.  (and i don't like this api, the two last
param are useless for me :-s)
I think it is useless, i heard already "I am not allowed to type my ICQ
password" bugreports.
let people beleive their password is longer.

If you need to set a maximum, it is when registering.


Example with my CVS account, i know than the size for the cvs account is
maximum 8. But i have a longer password, and i continue to type it
entirely, simply because it is more easy to memorize.
