at least in the way it is done in SIM, which, AFAIK, is the prototype for the icq-plugin.  
there is a sort of the default-encoding for me, and i can select particular encodings for 
particular users from my contact list.  
 
BTW: as far as i have tried it in kopete 0.5 came with KDE 3.1 - at least some of my friends 
read my russian OK, but i dont know how it depends on their clients and protocols they use -- i 
just have not reached all of them yet,  i'll try to figure it out ASAP.
