This is correct.  When launched from the GUI Konsole only uses once process for
all windows.  For most people I think this works quite well and permits some
useful features like tab drag-and-drop between windows.  When started from the
terminal a new process is created - mainly to ensure that the environment is
inherited from the terminal.
