Suse linux 7.1, kernal 2.4

When i run the vi editor through a console, vi  key mappings do not work.  
For instance the arrow keys.  Also, it does not seem to read the .exrc file
to set mappings.  If I switch to the xterm program, vi works fine.  I tried
different terminal selections from the menu with no success.
