Some (small) frames are supposed to be displayed without scrollbars and would be ruined if scrolling="no" is ignored. Furthermore, such a patch will probably need to modify the sources taken from kdelibs (that is, kdesrc/ subdirectory) which is undesirable if it can be avoided.
