There is currently no way of making Konq/E report it as "Unknown protocol"
but you can redefine it trough the local protocols (CVS version):
[Local Protocols]
file=/invalid/path
or (better IMHO):
file=!/path/to/error_script
where error_script just generates an HTML error message:
#!/bin/sh
cat <<EOF
<HTML><HEAD>
<TITLE>Protocol not allowed</TITLE>
</HEAD><BODY>
<H1>Protocol not allowed</H1>
For security reasons the "file" protocol is not allowed.
</BODY></HTML>
EOF
