I think it was more the version mismatch than the target type.

Weird - "ar" is loosely target dependent, it is a simple archiver program
(similar to tar) that creates .a archives (libraries) out of .o object
files. It knows little about the structure of the objects inside and should
work just fine with generic target types like "elf32-little".

OTOH my xconfigure script is much more complete than the one available for
download (since I use it to cross-configure many other programs) and it does
set lots of variables *including* AR. This didn't fix a problem similar to
yours. I even tried to manually run arm-linux-ar to build the proper
library.
