Changing the cache policy via the toolbar button often does not have any effect until \
all Konqueror windows are closed and Konqueror is restarted.

The bug is most likely to pop up if you try accessing a page which is not cached in \
while in "offline browsing mode". You will first get an error message like "The file \
or directory http://foobar does not exist". If you then switch the cache policy to \
"keep cache in sync" or "use cache if possible" and try to access the page again, you \
will still get the same error message, since Konqueror apparently still tries to get \
the content from the cache instead of contacting the server. But after you have \
restarted Konqueror it suddendly works as it should.
