My guess would be some DNS lookup that happens with konqueror but not ping 
(maybe due to IPv6 support). Could you check with an app like ethereal what 
exactly is sent to IPs that are neither local nor in the main office? Watch 
out for DNS :)
Or check your ISDN router's trace facilities, does it have an option to trace 
the packets that trigger a connection?
If the cause really is an AAAA query, disabling IPv6 support might help, or 
you could setup a local DNS server that knows the answer...
