Konqueror accepts navigation to a missing local resource and answers with an
incomprehensible error page.

Reproducible: Always

Steps to Reproduce:
  1. Tell Konqueror to set location to <URL: /missing >.

Actual Results:  
  1. error: unsupported protocol
error:/?error=163&errText=%3Chtml%3EThe%20file%20or%20folder%20%3Cb%3Efile%3A%2F%2F%2Fmissing%3C%2Fb%3E%20does%20not%20exist.%3C%2Fhtml%3E#file:///missing


Expected Results:  
  1. 
Konqueror should refuse to replace the current page with a local resource that
does not exist.

OS: Linux (x86_64) release 2.6.37.6-0.5-desktop
