Andrea, I have created a crafted webpage for this:

The stylesheet sets the background-clip of the <input> to border-box.

So, the fix for this bug seems available here.

The original demo 
http://www.gtalbot.org/DHTMLSection/AdvancedCSSButtons.html
now has the border-style set to dotted, border-width set to 16px and
background-clip set to border-box.
