I can confirm this strange bug even with KDE 4.5.3, but it started occuring
just the last few days and I think only if the computer runs long enough (I
can't remember doing anything special besides normal scrolling usually with the
mouse wheel).

This time it doesn't seem to have something to do with smooth scrolling, it
occurs regardless of the setting, especially since there is no smooth scrolling
when using the mouse wheel with the mouse pointer on the scrollbar. It looks
like if it wasn't repainting the whole viewport correctly, just the top or
bottom part of it.

It still affects all KHTML KPart instances running and sometimes even List
boxes.

I have an ATI graphics card and use the proprietary driver (fglrx) and desktop
effects disabled.
