Konqueror interprets the CSS definition "height:100%" as "100% of the window
height", but it should be "100% of the parent element".

I noticed this on bugzilla.mediawiki.org where I can't click anything (see
https://bugzilla.wikimedia.org/show_bug.cgi?id=25727) because the search button
takes the whole window height.

I was able to shrink the problem down to the attached testcase.

Firefox (3.6.12) displays the testcase correctly - the #head area is about 40px
height there.
