Maksim, there is no guidelines, no norm, no practical consensus (among
mainstream browsers) and no recommendation right now. All I heard (and now I
can not find where) is that this issue needs to be discussed and fixed (decided
consensually) in CSS 3.

Your question is very good though: the ".5" situation is the "edgiest" case to
be decided.

For 9.6px set as a border-width, Firefox 3.6 and Safari 4.0.4 round down the
value and use 9px but IE8 and Opera 10.10 round up to 10px.

This issue of fractional pixel has affected all browsers, many properties
(border, padding, margin, width, height, line-height, font-size, etc) and has
affected at least 125 testcases of the CSS 2.1 test suite, probably more than
125 testcases.
Sometimes, it affects only Konqueror 4.4.5.
