your settings look reasonable indeed, so you do have sharp eyes after all ;)

OK for the 0.3 horizontal fudge then, I don't think it makes that much of a
difference anyway.

As for vertical, I'd really prefer we stick with the horizontal height being
added only when NoWrap as this matches all engines apart from Gecko. But
perhaps you can find a small fudge factor that keep your testcase happy just
like for horizontal?

By the way, after r1097847, you'll need to add textarea { overflow: auto; } to
your testcase (this is also MSIE/opera compatible, so sites do that too when
they don't want the default vertical scrollbar.)
