Currently it is something like "all or nothing".

Please let the user specify that he/she wants to alter this and that, and for those elements she/he wants to set this and that. So first -- what, and then for selected items, how to set them.

Example: colors, user should be able to say he wants to force color scheme, and then what scheme should be forced, currently Konqueror assumes that user wants to force custom color scheme and just "asks" what scheme.
