i am also seeing this behaviour (kde 3.5.7-22.fc7, konq 3.5.7-13.1.fc7)
  FIRST_DAY = new Date();
  FIRST_DAY.setUTCHours(0);
  alert(FIRST_DAY);
this displays
  Thu Nov 01 2007 01:42:42 GMT
where firefox displays
  Thu Nov 01 2007 00:42:42 GMT+0000 (BST)
(why ff suggests BST==GMT+0000 i don't know!)
as mentioned above GMT==UTC so konqueror's behaviour is an hour out.
