How to reproduce the bug:
go to www.google.com
search for anything with special characters, like ééöö
now click on the picture search link
Google should now search for pictures with the same search parameters, so it should be searching for ééöö
Now you can see the bug, the special characters have been replaced with other, strange special characters.

Checked against firefox. in firefox it works.
