Install kdeaddons, and then enable the dir filter as follows:
1. Open konqueror in File Management mode
2. Settings->Configure Toolbars
3. Choose "Filter Toolbar <DirFilter>"
4. Add the "filter field" and "clear filter field" items to the menu.

I think this is too complicated, but the functionality *is* available in the KDE main modules.
