I can confirm that I can't get rid of the tools menu in Konqi 3.5.4.  I've removed \
the tools plugins, removed the entire tools menu tag in konqueror.rc, even tried to \
use the no_merge attribute, and restarted KDE, etc.  RC file version 60.

I will confirm this bug, although I am not sure that you should be able to remove the \
tools (or any other) menu entirely. _______________________________________________
