Having an upgrade overwrite a user's ToolBar configuration does not really solve this \
issue.  But, I will modify the title to reflect your comment.

Actually, I consider this to be another bug that should be fixed.  Upgrading should \
not overwrite your ToolBar configuration.

So, the problem is that if the global Menu configuration is changed that a user's \
Menu configuration is not changed if that user account has modified the ToolBar \
configuration.  Suggested solution remains the same. \
