I also find this open/save text document annoying in konqueror (3.5svn here).

konqi should show a text document embedded when the URL starts with ftp:// or http:// or https:// (internet URLs)

whereas it should show "save text document" in file:/ or smb:/ or nfs:/ (local or intranet (local network))
