How to reproduce:

- go to distrowatch.com
- let the mouse pointer hover over the up/down images on the extreme right
- a text like 'yesterday: 400' will be displayed. this is the img title
- move the mouse away 
- part of the screen area where the text has been shown will remain blank. it can \
come back (be displayed again) if you do the whole thing again

The relevant html code is 
   img src="./images/other/aup.png" alt="<" title="Yesterday: 359"
