This bug is semi-fixed in 3.4.  Comment 19 is correct.

If you have a textarea on a form (say a forum page), and it's located at the bottom \
of the screen, you can use TAB to exit the textarea.  HOWEVER, it does not move the \
focus to the correct item on the page.  If the textarea is at the bottom of the page, \
the focus moves to the topmost link / widget on the screen.  The page does not scroll \
down and the focus does not move to the widget under the textarea.

This is extremely annoying on web forums that have a textarea at the bottom of a \
thread where you can enter a reply.  You click into the textarea, the screen scrolls \
to make the textarea visible, but the next widget it not onscreen.  You enter your \
reply, hit tab, then space, which you would expect to activiate the submit button.  \
Instead, either a link is activated, or the page scrolls down one screen, or \
whatever.

It's nice that you can TAB out of a textarea now.  But the behaviour is not \
consistent.  TAB should move the focus to the next widget after the textarea, \
regardless of whether it is onscreen or not. \
