found the same problem on SuSE Binarys, but not only by using pdf. It's a more general problem. As long as a application, in embeded tab is listen, konquerer will not open application in extra window. Independently what is set up in left click action. It's hapen since KDE3.2 version and not bevore.

My little workaround is to delete all the programs in embeding tab, witch are listen in service preference order
