Version:           4.0 (using KDE 3.1.92 (CVS >= 20031007), compiled sources)
Compiler:          gcc version 3.2.3 20030422 (Gentoo Linux 1.4 3.2.3-r2, propolice)
OS:          Linux (i686) release 2.4.20-gentoo-r7

khtml sometimes doesn't detect charset.

define DECODE_DEBUG and recompile khtml.
Here is log when doesn't detect charset.

>khtml (encoding): setEncoding iso-8859-1 true
>khtml (encoding): old encoding is:ISO 8859-1
>khtml (encoding): requesting:iso-8859-1
>khtml (encoding): Decoder::encoding used isISO 8859-1

This page has meta tag and charset definition.
After Back and Re-click this page, Detect charset works well.

>khtml (encoding): setEncoding eucJP false
>khtml (encoding): old encoding is:ISO 8859-1
>khtml (encoding): requesting:eucjp
>khtml (encoding): Decoder::encoding used iseucJP
>khtml (encoding): looking for charset definition

>khtml (encoding): requesting:x-sjis
>khtml (encoding): Decoder::encoding used isSJIS

I can reproduce it on one page.
But there needs password.
