Yes, there was a KDE version where I could unmount the cdrom device anytime, 
anywhere, and I think this should be the default behaviour. If I remember correctly, 
this version is 3.1rc5. In 3.1rc6, this bug appears. 
This is the more annoying bug in KDE by now in my opinion.
