When images are positioned close to table bordes their title tags are not displayed.

The following HTML page should point out the bug. The top image does not show any \
title tag but the bottom image does, further more, if you remove the "hspace" tags \
neither of the images displays title tags as they are positioned directly against the \
left table border. (At least that's my suspicion)
