meta tag in comment( <!-- ... --> ) is not ignored.

ex. 

<!-- <META http-equiv="Content-Type" content="text/html; charset=ISO-2022-JP"> -->
<META http-equiv="Content-Type" content="text/html; charset=EUC-JP">

this html should be EUC-JP charset.
But khtml recognized as ISO-2022-JP.
