This bug should be fixed for 3.0.   This is part of everyday browsing for 
some people.  below is a quote from the NS Developer's site regarding
FORM Coding:

  "<FORM>

   The ACTION attribute is required if any action is to occur when the user
   presses a "Submit" button in the form.


    ACTION="serverURL" specifies the URL of the program to be invoked when
    the form is submitted. The action can also be a mailto: URL if the form
    results are to be mailed to someone. "

W3C HTML 4.01 spec indicates that form data has it's own mime type 
 which is "application/x-www-form-urlencoded".  This would indicate that this 
mimetype could be supported by other applications as well!
