In my - subjective! - opinion, hovering/highlighting would only be 
appropriate for a _link_ (or anything else that has an "action-like" 
behaviour related to it). 

Highlighting an _anchor_ does not make much sense to me, as these are 
only "jump-to" marks in the text that are used by other links. 

This said, I favor the Mozilla/MSIE behaviour.
