Using non-Unicode-encoding is more complicate than just a choice.

You have to filter out characters that are not in this (non-Unicode-) 
encoding and transform them in numeric character references (for example 
&#160; .) And KSpread's HTML filter does not do this and therefore does not 
keep characters that are out of the encoding!

I am not saying that having a user choice between multiple encodings is a 
bad idea in itself and it is even on my to-do list for KWord's HTML filter, 
the problem is that we have not the programming code for now. So I think that 
using UTF-8 is less problematic. And after KOffice 1.1, we can see...

Having said all this, I would not mind if it is decided that KSpread's HTML 
export filter should continue using the local encoding for KOffice 1.1 and 
that the problem should be solved later. But then the filter should not claim 
to write the file in UTF-8 (see KDE Bug #27882), as it does now (without the 
proposed patch.)
