From the sourceforge page, it seems that the library is by the same
author, Graham. 
The library is simply a reuseable part of the filter (for other office suites).
So I think the whole thing should go in CVS, the filter and the lib for it.
Otherwise the filter is useless :)

The only problem will be keeping the two repositories in sync, as usual.
Graham: I can provide a CVS account for the KDE CVS, of course. Simply
send me full name + email + encrypted password (md5).
