If you look at the XML structure, you see that the tag rows and the tag cols 
is set in the frameset tag.
The frameset tag is one cell in the table. 

So you might deduce that the attributes are per cell, and thus display the 
about of rows and the amount of cols 1 cell spans.

No bug. You simply forgot to read the dtd...
