Either use xemacs's iso-accents-mode (where if you
type ' and e you get =E9), which you can then copy and paste,
or do as he suggests : use kxkb after configuring it in kcontrol
(kcmshell kcmlayout) and switch layouts on the fly in the applet.
With the French layout, you get accents on the keys 2, 7, 0, etc.
