I've been looking at most Project Management software apps, they all
have the same failing. They are designed around the Time Management
aspect of a project as the only important aspect.

Sorry, but if you don't have the documented requirements, coding
standards, etc you cannot even start on creating a time line for the
project.

As an example of the data required to set up the tasks and schedule for
a software development project:

A complete set of documentation templates downloadable from that
Government of Canada website, free.

The true start of any Project is in collecting this type of data for the
project. It doesn't matter if it's software, or an engineering project
such as a condo tower. These documents are requird to start the project
scheduling.
