I am sorry, while I support the idea of 1.6.4 release, I simply don't have the 
time to help with that.
As Boudewijn mentioned it there have been bug fixes in krita/1.6, but also 
some regressions, and some patches I have seen that I consider harmfull 
(while I have commented on them when I saw them, as far as I can see no real 
action has been taken to correctly solve those issue) so as far as krita is 
concerned a 1.6.4 release should use krita/1.6.3.
