On the other hand I am not convinced that this is a good idea to force 
vertical icons if the docker is on the left or right. If you have a docker 
bellow the toolbar, then I would imagine you want to have the toolbar 
appearing on multi column, especially for application, like krita, when you 
have a lot of tools. Other wise that would make a lot of wasted space on the 
right of the toolbar.
