More info; seems it was part of this commit:

Port the krita tool factories to the koffice tool factories, add some stuff,
port a few icons, add the option widget back to kotool and so on. Work in 
progress, which is whjy the krita tools still aren't compiled.

So it looks fairly accidental ;)
