For example Kexi, which uses KoProperty as well, defines in 
kexi/formeditor/CMakeLists.txt;

include_directories( ... ${CMAKE_SOURCE_DIR}/lib/koproperty)
target_link_libraries(kformdesigner  ... koproperty)

hmmm... then it should propably be fixed to export the header files imho. IIRC 
long time goal was anyway to be able to reuse kofficelibs (so, also 
koproperty) even outside of KOffice.

For sure we like to have K3Support completly removed as well as Q3Support. It 
just takes time. But for sure any help is very welcome and if there are any
