KOffice lib is not any more or less public than a kexi lib.
So, let me rephrase.

What use is moving something to KOfficeLibs while the only app in KOffice 
that uses it is kexi?

Its against kde policy to have inter-module dependencies, so whatever you 
do, external apps can't depend on it anyway.
