As you described it: yes.

not bugzilla. If each piece, that does not work while porting, would be 
reported there, we would hit the one million mark of reports the next day.
No, either mail the maintainer the patch or if you're sure about your fix 
commit it to trunk/KDE/kdelibs. It'll get into the next snapshot then.
