I would say we can use kross/Makefile.global for this.
This is not very well portable (as David mentioned one day), but still used 
here and in Kexi. Well, we're going to drop {unser|auto}make anyway, are we?

A cleaner move could be to create kross/global.h...


BTW, Sebastian:

are we going to have defined KROSS_VERSION_MAJOR, KROSS_VERSION_MINOR and
int versionMajor();
int versionMinor(); for KOffice1.5?
It's safer to have this. Everything like in kexi/kexidb/global.h....
