I seem to be making progress on the GUI actually, in that I can actually set
a background colour there now.

Questions:

Would it be OK to 
a) Make the Format->Paragraph->Borders tab into a .ui file?
b) Rename it "Decorations"?
c) Add a "Background Colour" selector there?
