The 'Money' section at http://kde.org/support/ has instructions for this, as well as some example uses of what your donation would be spent on. I don't know very much about the subject, but the email address of the KDE e.V. treasurer is given at http://kde.org/support/support.php, who will be able to tell you more than I can.
