OK, this makes no sense :(
I don't know what causes it, but this shouldn't happen, and doesn't happen usually....

But since I don't feel like remote-debugging an automake problem, can I suggest a 
completely different approach? unsermake.

cvs co kdenonbeta/unsermake
export PATH=/full/path/to/kdenonbeta/unsermake:$PATH
cd koffice
make -f Makefile.cvs
./configure
make

unsermake is a replacement for automake+am_edit+make written by two kde developers,
I use it all the time.
