CVS commit by raphael: 

Add a doc/api directory to the koffice module,

reasons:

1) make koffice compile again (a change to kdgantt requires this)

2) the beginning of a clean API documentation infrastructure

notes:

* This is basically copied from the kdepim module, I hardly have made
any changes to it, in particular some links still point to the kdepim
webpage.

* I did not yet test it if it works at all, I assume some changes
still have to be done to the koffice module to get a reasonable API doc
infrastructure
