There is already a check for littlecms in kdegraphics/ksvg. I'd recommend 
trying to merge that check into the core checks, rather than doing a 
copy-n-replace.
If that wasn't clear - you need to put it into:
kde-common/admin/acinclude.m4.in
although you don't have enough rights to do so, so you'll need to post it on 
kde-core-devel to get it merged.
